No way for crime

The mahalla is a place of values. It is where love, mutual respect, kindness, children's laughter, mothers' prayers, and elders' advice are concentrated in that bright place. If the mahalla is peaceful, the country prospers, people live contentedly, children grow up freely, and their dreams take wing.

The decree of the President of Uzbekistan "On measures to create a safe environment in the mahallas of the republic and further increase the effectiveness of the early crime prevention system in 2025" adopted on January 3, 2025, has become an important step towards making this loving place even safer and more prosperous. The Yunusabad District Prosecutor's Office is implementing comprehensive and targeted measures to ensure the implementation of the decree.

In particular, initiatives such as "exemplary safe street" and "exemplary safe corridor" are being implemented to create a safe environment, curb crime, and address the root causes of offenses in mahallas considered to have difficult criminogenic situations.

In this regard, the Shoshtepa mahalla, which is noted among the most complex areas of the district, deserves special attention. This area, covering 46.75 hectares, is home to 5,219 people. There are 14 apartment buildings in the mahalla, and a certain portion of the population is registered in the social protection registry, the "women's notebook," and the "youth notebook." Specifically, 150 women, 5 young people, and 35 families are among those in need.

In the first four months of 2024, Shoshtepa, designated as a "red" category mahalla, experienced concerning violations: four crimes, including two thefts, one case of domestic violence, one minor bodily injury, and 244 administrative offenses were recorded.

Analysis of the situation showed that these figures indicate clear socio-economic and infrastructural deficiencies in the area. Namely, the facades of 6 houses are in need of repair, there are no children's and sports grounds, recreation areas, senior citizens' centers, or parking lots. No surveillance cameras have been installed, there is no modern mahalla archway, and cases of alcoholism, inclination towards extremism, mental illness, and criminal records have been observed among the population.

Thus, the main causes of crime were identified as problems in the social environment, underdeveloped infrastructure, and employment issues.

Following these analytical and critical studies, the Yunusabad District Prosecutor's Office initiated extensive work in Shoshtepa from the beginning of 2025. First, attention was focused on improving the socio-spiritual environment. 85 illegal structures were demolished, and an unused abandoned building was transformed into a welcoming place for the elderly. A library with 400 books, a Wi-Fi zone, and a modern area with 32 seats were created. The mahalla sign (36 m2) and surveillance cameras equipped with an "SOS" button were installed. Asphalt was laid on 7,500 m2 of land, and the mahalla office was renovated.

Significant work has also been done on developing technical infrastructure. Specifically, 77 surveillance cameras were installed, including 10 with Face-ID technology, 27 integrated with the internal affairs body, and 20 with the prevention inspector's office. Two pedestrian and bicycle paths were constructed. Construction and landscaping work was carried out on the territory of kindergarten No. 555, which needed repairs, including an area covered with artificial turf, a workout zone, a 350-meter fence, and thorough renovation of 3,000 square meters of the exterior. Solar panels were installed in the mahalla and kindergarten areas, and a night lighting system was installed in one apartment building.

Heating, water, and electricity networks were upgraded. A 15x12 meter image revealing the essence of the Third Renaissance, which has become the spiritual face of New Uzbekistan, was placed.

Additionally, as a result of repairing 585 electrical distribution boxes, it is expected to save 7.8 million kWh of energy (2.3 billion soums) annually. 300 ornamental and 1,500 seasonal flowers were planted.

Such large-scale efforts quickly yielded results. It is no exaggeration to say that our work is reflected in the fact that since the beginning of 2025, not a single crime or offense has been recorded in the mahalla. Moreover, 2 out of 4 young people in the severe category were provided with work and education, and returned to a healthy environment.

21 new business entities were established, creating 133 jobs. Property tax of 261.8 million soums was collected. Within the framework of the "Every Family - Entrepreneur" program, employment opportunities for low-income people have expanded. For example, M. Ubaydullaeva, who returned from Russia (migration), was allocated a loan under the "Every Family - Entrepreneur" program, and now she has employed another citizen in productive work. As a result of receiving a loan of 60 million soums, Sh. Muratova and Z. Atametov are engaged in packaging and sewing, and a total of 5 low-income individuals were employed.

The comprehensive reforms implemented in the Shoshtepa mahalla serve as an exemplary experience not only in curbing crime but also in creating a safe, prosperous, and socially stable environment. The initiative of the prosecutor's office and a systematic approach in collaboration with local authorities have demonstrated that an effective mechanism for preventing offenses can be established in every mahalla.
